FEMA’s Unified Hazard Mitigation Assistance, or HMA, guidance has just been released. HMA program is a combination of guidance for the Pre-Disaster Mitigation (PDM), Flood Mitigation Assistance (FMA), Repetitive Flood Claims (RFC), and Severe Repetitive Loss (SRL) programs into one document efficiency and ease of use. There are slightly different eligibility requirements for each program, which can be found in the contents of the guidance. The  goal of all grants covered under this program is reducing the loss of life and property due to natural hazards.

The PDM program focuses on mitigation project and planning activities that address multiple natural hazards.  This program is competitive nationwide which means that AEMA must rank and prioritize applications. Very limited technical assistance from AEMA or FEMA is available.

The FMA, RFC, and SRL programs focus on reducing claims against the National Flood Insurance Program (NFIP).

AEMA’s deadline for the submission of applications is October 15, 2008, to allow adequate review time before applications are forwaraded to FEMA.  All applications should be submitted via eGrants, which is FEMA’s online grants management program.  The website is: https://portal.fema.gov/famsVuWeb/home.  If you need a User ID please contact AEMA.
